Arthur and Linda have been happily married for four years and wish to have a child. But his ex-fiance, Susan, still wants him back; and Susan's vengeful father, Burt Johnson, has a plan to fulfill her wish. He has made a business merger with Arthur's family, and subsequently bought controlling interest. He is allowing the rest of the Bachs to carry on as usual, but on one condition: They must cut Arthur off without a penny. The only way Arthur can get his 750 million dollars back is to leave Linda and marry Susan.
Arthur and Linda vacate their mansion, and her father takes them in; but they are quickly forced out when Johnson buys the building. To help pay the rent at their next ramshackle apartment, Arthur fumbles through a job at a hardware store. But it isn't his laughable lack of skills that gets him fired, it is the new owner - Burt Johnson. Believing Johnson will never give up, and reminded by Susan that Arthur isn't cut out for being poor, Linda writes Arthur a goodbye note, saying she can't stand to cause him to suffer. Without her, Arthur hits rock bottom. He wanders the streets, drinking, raving about Linda to anyone who will (or won't) listen, and cleaning windshields with a squeegee. Then Hobson appears. To onlookers, it seems that Arthur is talking to the air; but to Arthur, the appearance of his deceased beloved butler is quite real. Hobson tells him bluntly to shape up; to quit drinking; that he can do anything he wants to with his life; that it is up to him. For extra incentive, he tells him he has a son in his future.
Arthur seeks others Johnson has wronged in business, and gathers proof that he bought non-existent stocks. Armed with this, he crashes a party on Johnson's yacht. Unfortunately, Johnson just laughs, because the statute of limitations has run out.
