Joe Jarrett and Zack Thomas, both smooth-talking sharpshooters, come into conflict after they survive an attack by bandits, when Joe steals the $100,000 Zack was planning to use to buy a riverboat. Joe gives some of the money to the orphanage where he grew up, then heads for Galveston, where, as he says, every banker is a bigger crook than he is. One of them, the pompous Harvey Burden, arranged the stagecoach attack. He and the other businessmen of Galveston want to get rid of Zack, who lives a life of luxury on their money, waited on hand and foot by beautiful women. Too late Burden realizes the brutal bandit Matson is even more of a liability.
Joe creates a stir when he rolls into town in a fine carriage. Some local toughs, recognizing Joe from a Wanted poster, try to steal the money before he can bank it, but he wins the fight with the help of the burly carriage driver, Prince George, and a friendly stranger called Angel. Angel introduces Joe to Max, the owner of the riverboat Zack was interested in. The riverboat is beautiful but dilapidated, and Max owes money to Burden, who is threatening to foreclose. Joe and Max strike a deal; Joe will put up the money to turn the riverboat into a floating casino, and they will split the profits. Zack is incensed, and with Burden's support plans to sabotage the casino, preferably before it opens.
