A Scientist (Goldblum) is developing a cure for people who are allergic to dogs. Mr. Tinkles (Hayes), a spoiled cat, sees this as a terrible blow in the underground war between dogs and cats, so he decids to find a way to stop the scientist by any means neccesary. The dogs, who are protecting the humans and keeping cats from ruling the world, send an agent (Baldwin) to work with the scientsts beagle, Lou (Miguire), and make him an honorary spy.
