Rose Hovick is determined to make her little girls, June and Louise, stars. June is a pretty, blond little girl who sings well and is an amazing dancer. Louise, on the other hand, appears to have no talent at all. Rose meets Herbie, who gets the girls an act, and with Rose's pushing, she makes June a vaudeville star in their act, "Baby June and her Newsboys". But as the years go by, June, Louise, and the boys in the act grow almost too old for the act, which is now "Dainty June and her Farmboys". Finally, Herbie gets them an audition for Mr. Grantzinger, but he is only interested in June as long as Rose "stays away". Rose angrily refuses and Louise and June wish that Rose would marry Herbie so they could live normally. June is so angry with Rose that she runs away and gets married to a boy in the act. The other boys also walk out on the act. Rose is not discouraged, though. She turns to Louise and claims that she will make HER a star. Working with Louise is more difficult, but finally, with Herbie's help they formulate a new act, "Rose Louise and her Hollywood Blondes". Their first booking turns out to be in a house of burlesque. Louise convinces her mother to go through with the booking, and Rose agrees to marry Herbie at the end of the run. Louise meets three strippers there and they influence her.
The night that Rose and her act are to leave, they find out that the star stripper has been arrested and Rose claims, "My daughter can do it!". Herbie is disgusted and walks out on Rose, but she just continues to help Louise get ready. After that one time on stage as a stripper, Louise becomes the star stripper, Gypsy Rose Lee overnight.
Rose is scared of her daughter growing ever more independant, and realizes that she has to let go of Louise. She exclaim's it's "ROSE'S TURN" to be in the spotlight, butin the end, she knows that if she could have been a star, she would have, and that's show business.
