John Brennick, the hero of the first film, has fled to Canada with his wife and son. However, the notorious Men-Tel corporation finds him and takes him to a space station orbiting the planet, where he is forced to develop a new, secret project which may be a part in a scheme to blackmail the governments of Earth. Brennick must again evade the omnipresent survelliance system, and the sadistic warden who ran the first Fortress is also back. Somehow, he must outwit the commanders of the station, lead a mutiny of his fellow prisoners to get back to his wife.
