"Dirty" Harry Callahan returns and this time with a new partner - a newly appointed female inspector Kate Moore (Tyne Daly). A former Vietnam vet, Bobby Maxwell leads the People Revolutionary Strike Force, which steals a truckload of ammunitions inclding the deadly Law's missiles and threatens to blow up half of San Francisco. They kill Callahan's partner Di Georgio and kidnap the mayor, asking for a huge ransom and a safe getaway. While at loggerheads with the police chief Mckay - over his slam-bang style of functioning - Callahan fights this personal battle for his dead partner and to save the city of San Fransisco from this menace. The story moves at a blistering pace culminating in a riveting climax inside the premises of Alcatraz.

Dirty Harry must face a terrorist group, equiped with army weapons, which is threatening the City of San Francisco. When the city mayor is kidnapped, Harry and his female partner will have to head to Alcatraz for an explosive finale.
