An FBI agent goes undercover as a surfer to catch a group of bankrobbing surfers. He finds a local surfer girl, who just so happens to hang out with the the robbers, to teach him to surf. Throughout the course of their teaching and learning they fall in love.
The agent infiltrates the surfers, gains their trust and joins their gang. After helping them rob a bank, the agent now has enough evidence to arrest them.
However, before he can do anything, the gang finds out who he is. They kidnap his girlfriend to blackmail him into helping them make one last score before escaping out of the country.
The agent helps them rob another bank. They board a plane and skydive out, landing in the desert, to meet a getaway driver.
After a hard landing the agent is injured and unable to pursue the robbers, but his girlfriend is released to back to unharmed.
The agent catches up with the gang leader in Australia, where he'd planned to ride a huge wave.
Knowing that there's no way he'll survive the ride, the agent allows the surfer to go out and catch one last wave.
