MODERN YAKUZA : OUTLAW KILLER (Gendai Yakuza:hito-kiri yota) is a movie written and directed by Kinji Fukasaku in 1972.
Sugawara is a wild criminal just released from jail. He's already forming a new gang and tries to shake up the yakuza hierarchy in Tokyo. At first, nobody wants to fight him overtly because the top yakuzas have become respectable and prefer to assimilate Sugawara instead of eliminate him. But Sugawara is unable to rest and begins a gang war.
