E.P.A. agent Jack Taggart (Seagal) is fighting Orin Hanner (Kristofferson) and other businesses dumping toxic waste in the rural coal mines. He pays a visit to the town central to the conspiracy. The residents are loathe to help, but eventually the Kelloggs (Helgenberger and Lang) volunteer to help Taggart get to the root of the issue.
