During a flood a man and his partner have to transport $3 million. During their journey they are attacked and one of them is killed. The other one escapes with the money. The crooks then chase after the guy in the flood. As the flood gets worse the cops turn greedy and are now after the money as well.

With thiefs on his tail, armored car drive (Slater) is caught in the middle of a torrential downpour where water has nearly engulfed a town. When his partner is shot, he hides the $3 million dollars wrapped around a tombstone. Not only are the thieves after the money, the local sheriff (Quaid) wants a piece of it to. It's Tom's (Slater) job to protect the money and deliver it to its rightful owner.
