A youn and excited puppy wants to have some action in his life, and when he is mistaken for a secret agent his ever so wanted adventure begins. The puppy gets the name:
Lou(ser).
Lou's boss is trying to invent an anti-dog-allergy serum, but cats are trying to steal the serum and use it for their own evil plan.

Lou is a young dog mistaken for a special agent pooch. He has to learn how to be a special agent and track down the evil cats trying to take over the world. Toby Maguire voices the fiesty and adorable Lou who tries not to get attached to his new owner for he has been told by his jaded mentor Butch (Alec Baldwin) that all the owner will do is grow up and forget about him. But, of course, dog is man's best friend and every little boy needs a best friend. The movie is full of hilarious stunts, ninja cats, secret agent operatives and even a dog house that leads to the dog's agency headquarters.
