Tom Farrell (Costner) is a navy officer who gets posted to the Pentagon and is to report to the Secretary of Defense David Brice (Hackman). At a party he meets Susan Atwell (Young) and they are immediately attracted to one another. Tom has no idea that Susan is Brice's mistress and the two begin a relationship. When Brice finds out that Susan is involved with another man, not knowing it's Tom, he accidentally kills Susan in a fit of jealousy. With the help of his aide Scott Pritchard (Patton) they cover it up. Together they concoct a plot to help keep Brice's identity as her lover a secret.
Lt. Cmdr. Farrell is assigned the case of finding her killer and he is told that the culprit is believed to be KGB. Tom of course knows it's all a ruse as he was leaving Susan's house when an angry Brice arrived on the night of the murder. However things take a turn for the worst when a half developed photo of Tom from an instamatic camera is recovered at Susan's house. He must race against the clock to figure out what to do as the computer techs are working to regenerate the photograph.
