When a female MP is shot and killed at the Presidio, the Army base in San Francisco, civilian police detective Jay Austin (Harmon) is sent in to investigate. He is met by Lt. Colonel Alan Caldwell (Connery) who was his commanding officer years before when Austin was a member of the military police. There is no love loss between the two men. Austin left the military police on bad terms when a disagreement with Caldwell (and his lack of support), over the handling of a drunk driver took place. A series of murders has crossed jurisdictions and the two are forced to work together again to solve the case. Much to his chagrin, Caldwell's wild, free spirited daughter Donna (Ryan) takes an instant liking to Jay and they soon after begin having a steamy relationship.
