Patty Palmer(Griffith) and Drake Goodman(Modine) are a young couple who buy a sprawling house on the San Francisco neighbourhood of Pacific Heights, but have to rent out a couple of portions, to make their payments. They find a seemingly perfect tenant in the suave Carter Hayes (Keaton), who impresses them with a wad of greenbacks and moves in immediately. Problem is, that Hayes is a known scamster and is well versed with loopholes in tenancy laws. He does not want to pay his rent and when he is asked to move out, he begins to execute a sinister plan.
He starts his own construction inside the house, breeds roaches, entertains shady characters and uses every other trick in the book - even inciting Drake to brutally beat him up - in order to to turn circumstances in his favor and get the young couple to forego the property for a paltry amount.
