After a treaty between the United States and Russia promises complete nuclear disarmament, the President (Fredric March) is unpopular and argues with Chairman of the Joint Chiefs of Staff ,General James Mattoon Scott (Burt Lancaster).
After Scott's aide, Colonel Martin "Jiggs" Cassey (Kirk Douglas) finds messages betting on a horse race and a friend tells him of a secret base in Utah that nobody knows exists, Cassey comes to a shocking conclusion: Scott is planning the military overthrow of the United States govenment during a military exercise simulating the start of nuclear war.
Cassey take this evidence to the President and his aides. As the evidence piles up and the truth becomes clear, it becomes a race against time to stop Scott's plan before the exercise.
