SAS officer Peter Skellen becomes involved in a joint MI5-SAS operation to infiltrate an anti-nuclear group which may be planning something against either the military or a foreign embessy.
Skellen becomes involved with the leader of the group and the group's plot to take over the residence of the American ambassador while a dinner is being held with the British foriegn minister, the American secretary of state and the head of NORAD among others.
After the group demands that a naval base be bombed by a nuclear weapon and one of the terrorists kills a hostage by accident, the SAS is sent in and Skellen must help bring down the terrorists.
