Mathayus (The Rock) and two kinsmen are Akkadians, the last of their race of fierce and skilled warriors. Most of the tribes of the ancient world have been conquered by Memnon (Brand), a master swordsman and ruthless tyrant slaughtering everyone who stands in the way of his armies. He has with him a beautiful sorceress and oracle named Cassandra (Hu), able to foresee the future and forecast victories in battle for the evil hordes.
Mathayus is a mercenary hired to slay Memnon, but is betrayed by the son of the good King Pheron (Rees). His brother and other fellow warrior are killed, provoking Mathayus to pledge vengeance for their lost lives. After escaping death by fire ants he forms an allegiance with the wisecracking Arpid (Heslov) and they bluff their way into the fortified city of Gomorrah. Their plan is unsuccessful but they manage to steal away with Cassandra and befriend Philos (Hill) the scientist.
In the desert they are forced to battle Thorak (Moeller) and a dozen palace guards in a sandstorm and a cave. Mathayus is critically wounded with an arrowhead laced with scorpion venom. The sorceress is able to help the stricken warrior ride out the toxin.
The three refugees find shelter in a peaceful glade until ambushed by tribesmen of the Nubian King Balthazar (Duncan), whom Mathayus met and insulted earlier in the presence of King Pheron. The two behemoths fight until Balthazar gives way and allows the newcomers refuge. Cassandra has a vision of the secret village being wiped out by Memnon's army, but once she has sex with Mathayus her visionary powers disappear. The warriors, along with a band of deadly Amazon fighters take the fight to Gommorah. They sneak into the palace and surprise while guards Arpid and Philos plant a newly created explosive powder under the bedrock of the palaces foundation. It looks bleak for the heroes until the blast and an unstoppable arrow blow away the villainous Memnon. Mathayus is proclaimed the Scorpion King and he rules with Cassandra over the now peaceful kingdom.
