Luc Deveraux (Jean-Claude Van Damme) is a retired former universal soldier who is currently involved in a military project to perfect a computer system. Of course somthing goes very wrong with the system and the Supercomputer known as SETH. SETH attempts to avenge the deaths of the previous Universal Soldiers and leads his new breed of soldiers against its creators. With his training from the previous movie Van Damme is forced back into action and is the only one who can stop the new breed of warriors.
