Despite its WASP, middle class residents and outward illusion of tranquility, life in New Grenada is awful for the disaffected youth who live there. Carl Willat (Kramer) finds trouble when he falls in with the wrong kids, namely Richie (Dillon), Abby (Kliner), Cory (Ludwig), and Claude (Fergus). Their parents don't understand them or give them much attention, so the teens act out their frustrations. Carl's father Fred (Romano) is particularly clueless to his son's needs and resulting anger. Carl and Richie are mistakenly accused of shooting off a pellet gun, as it turns out that it was Mark (Spano) and another delinquent. The boys remain silent about the true culprits identity.
The community decides to close down the youth recreation building in an effort to discourage the kids from loitering as out of town investors are coming for a visit. When one of the boys is shot and killed by an overzealous police officer the town holds a meeting at the high school to discuss the growing problems of juvenile vandalism and violence and find they are divided over the issues. The teens lock the adults of the town in the school and set about destroying cars, businesses, the school, and other flammable things. The kids are caught and punished.
