Detective Washburn (Fallon) is a policeman who is always in the wrong place at the wrong time. He is good at what he does, but he constantly makes silly mistakes and cannot drive. After a series of accidents, his lieutenant takes his driver's license away. When he gets a call about a bank robbery close to his location, he can't drive so he takes a cab. It happens to be cab driver Belle's (Latifah) first day on the beat. Her car is unlike any other taxi and Washburn is in for the ride of his life. Because of Belle's vast knowledge of the city streets and her fast driving, they are usually one step ahead of the bank robbers, but can never catch them. They become friends throughout the chases and team up to figure out how to catch the thieves even though Washburn loses his badge.
