Norman Jewison's political comedy about a Russian submarine stranded off shore of a small New England island town that causes the local residents to be gripped with fear of an invasion by the “red menace.” The Captain (Bikel) of the small nine-man crew, only interested in finding a boat, freeing the grounded sub, and making their way back home, has Lt. Rozanov (Arkin) lead the men into town. The townspeople think that a full scale Soviet invasion has begun and imaginations run wild. Police chief Link Mattocks (Keith) tries to allay the fears of the panicked citizenry and militia-minded individuals like Fendall Hawkins (Ford).
It is Mattocks next in charge, an over zealous officer named Norman Jones (Winters), who bungles his way to taking on the Russkies. While Soviet sailors hold local playwright Walt Whittaker (Reiner), his wife Elspeth (Saint), and children hostage in an effort to gain their own freedom, the young and handsome Russian Alexei (Law) has fallen for a beautiful babysitting young woman named Alison Palmer (Dromm). In a frantic rush of misadventure and misunderstanding the Americans and Soviets are at the brink of disaster before finding a solution to the embarrassing political situation.
