When Knox Industries, a Houston, Texas based petroleum manufacturing company, seeks to purchase a Scottish fishing village and the bay it is set on they send McIntyre (Riegert) the young acquisitions agent to negotiate the deal. The head of Knox is Happer (Lancaster) who is interested in astronomy and has a miniature observatory in his office. McIntyre met at the airport by Danny Oldsen (Capaldi) his driver and guide for his stay in Scotland before they encounter fog on the way to town and the car hits a rabbit. They park for the night and drive into town in the morning. Along with Trudy the rabbit, they check in early at the only hotel in town run by Gordon and Stella (Black), who are constantly fooling around. When McIntyre meets the accountant named Urquhart (Lawson) he has been instructed to use to negotiate the deal it turns out to be Gordon. The only real excitement in the bucolic seaside town is a reckless motorcyclist and the RAF bombing runs on the adjacent countryside.
Happer has hired Moritz (Chancer) to use a “get tough attitude” to psychologically alter his mood. Moritz gets carried away and embarks on a harassment tactic where he phones him at home to verbally abuse him. Knox has hired a lovely oceanographer with webbed toes named Marina (Seagrove) who appears in town and is romanced by Olson. Gordon keeps stalling the negotiations to try to increase the price that Knox will pay for the town's property. Happer calls frequently to enquire about the appearance of a comet he is hoping to see. A Russian fisherman named Victor comes ashore on one of his frequent visits to the town. McIntyre learns that a local eccentric named Ben Knox (Mackay) actually owns the beach and shoreline and begins dealing with him to close the deal. The whole town is now anxious to learn of Ben's decision. Moritz posts obscenities outside the top story windows of Happer's office when finally fed up Happer comes to Scotland to see the bay, town, and sky for himself.
