Jeff Talley (Bruce Willis) is a former LA hostage negotiator who moves to a small town California to become the local sheriff. In this peaceful town there is little crime until one day three local teens decide to steal an SUV from a very rich family. The thieves try to steal the SUV but get caught in the house by the family; this then becomes a hostage situation gone wrong. When the police arrive the thieves kill one officer and Talley must negotiate with the thieves to protect the family in the house.
Unknown to Talley and the thieves, the owner of the house is a bad guy too; he is connected to a very powerful and dangerous (but unnamed) crime organization. Unknowingly, the car thieves have interrupted a million-dollar deal: Walter Smith (Kevin Pollak) was about to deliver important information to the cime organization.
The unnamed crime organization kidnaps Talley's family and holds them hostage. Meanwhile, the criminal organization orders Talley to protect the house and prevent the police from entering. They intend to enter the house and recover the criminal information which is stored on a DVD.
Inside the house the car thieves pistolwhip the father and tie up the children. They search for a way to escape but find none. Under pressure, the three car thieves decide to burn down the house and escape in a cloud of smoke. This forces Talley to enter the house and recover the DVD and the family. With the DVD he bargains with the criminals for the safe return of his family.
