Gary Oldman stars as Emmett Foley, a Korean War veteran struggling with emotional problems. Back home, Foley starts shooting up the neighborhood in hopes that the police would kill him. His suicide attempt fails and he is sent to the Chattahoochee mental hospital. His wife Mae Foley (Frances McDormand) visits him and she wants Emmett to say why he did what he did, but he can't. Emmett befriends fellow inmate Walker Benson (Dennis Hopper) and Walker tells him about all the deaths in the place. Emmet starts to document the beatings and deaths as he himself endures torture from the guards. After three years, Mae gives up on Emmett and is pregnant from another man, but sister Earlene (Pamela Reed) never quits on him. Walker and Emmett escape but Emmet goes back and suffers the consequences of his actions, getting electric shock treatment. His sister's efforts finally pay off when the Governer empowers a panel to investigate the brutalities in the mental hospital and Emmet is set free.
