Emilio Estevez and Richard Dreyfus play two Seattle police detectives. A man escaped from a prison. His old girlfriend is living in Seattle. This is Maria played by Madeleine Stowe. The FBI is short on manpower so it wants the Seattle PD to stakeout her apartment in hopes that the con will show up. They rent the apartment building across the street and set up cameras. Dreyfus poses as a phone repairman and gets inside the house and bugs her phones. One contact is all it takes, and "Bill" finds himself enamored by her. He finds excuses to bump into her and even goes out to dinner with her. His partner constantly has to remind him they are supposed to be watching out for the bad guy. He eventually shows up and they are all in trouble.
