This movie is directed by Stephen Chow.
In the 30s, there was a town called Shanghai and the only the big gangs rule the streets of the town. In the town, there were some honest people and some gang members who were called "The Axes".
One day an honest citizen accidentally causes problems when he
recklessly poses as an Axe member. Then, he causes a veritable riot between the real gang members and the people of a housing project. The locals just happen to be strangely well versed in the art of kung fu.
