The story takes place in the 1650's Caribbean. The former pirate Henry Morgan (Laird Cregar) is made governor of Jamaica instead of the pretty much useless Lord Denby. The authorities think that Morgan is the only one who can deal with his buddy-pirates and stop the raidings.
Morgan contacts the pirates and asks that the raiding is ended in the area, offering amnesty. Most accept it, but not all. Leech (George Sanders), the captain of The Black Swan, wants to continue his trade. Morgan then sends his right-hand man captain Jamie Waring (Tyrone Power), also a former pirate, to go after Leech and his men.
Jamie falls in love with Margaret (Maureen O'Hara), the daughter of the former governor Denby. However, Margaret is engaged, and Jamie's advances are ignored. Remaining a pirate at heart, Jamie kidnaps Margaret and takes her with him as he sets out to sea to chase The Black Swan. The young lady is furious, even more so when both she and Jamie are captured by Leech. Her attitude slowly changes as she gets to know her kidnapper.
