Laura Henderson (Dench) has returned to England from India upon the death of her husband. At the luncheon immediately following the funeral services, she pulls her friend aside and confides that she is already bored with being a widow. Mrs. Henderson attempts to follow her friend's advice. When luncheons, hobbies, and charity work bore her, she decides to buy something -- a theatre.
On the eve of World War II, Mrs. Henderson refurbishes an abandonded theatre in Soho. She realizes she needs expert assistance and is introduced to Vivian Van Damm (Hoskins), who agrees to run the theatre if he is given full artistic control. From the outset, their professional relationship is decidedly a love-hate relationship not unlike that of a long-married couple.
The two agree to stage a continuous musical revue at the newly opened Windmill Theatre. It is a success, but their revolutionary decision to have shows play continuously is quickly copied. Mrs. Henderson suggests that they follow the French -- feature nude women. She must convince the Lord Chamberlain (Guest) that the endeavour is artistic in order to gain his initial approval. And Van Damm and his male star, Bertie (Young), begin their search for fair English roses willing to disrobe to appear in the play.
