Penelope (Natalie Wood) is the adorably dizzy wife of a handsome, career-obsessed banker named James (Ian Bannen.) Despite their wealth, she has a penchant for stealing things - a fact she discusses openly with her quirky psychiatrist Gregory (Dick Shawn,) but conceals from everyone else. During her sessions, they flash back to her previous thefts (mostly jewelery) in an attempt to discover why stealing makes her feel "cheerful."
Her latest and most ambitious caper is robbing her husband's bank in disguise. Unfazed by the determination of Police Lieutenant Bixbee (Peter Falk) to discover the theif's identity, Penelope casually discusses the case with him - even joins him to watch herself on the security film. She gives a thrift shop the bright yellow designer suit she wore escaping the robbery, and to donating a traceable bill to charity. (Aside from being a thief, she is kind and generous.)
Several twists are set in motion when an attempt to return the loot leads to a false arrest, rejected confessions, a backfiring blackmail attempt, and a brilliant cocktail party plan that strangely fizzles. Now the question becomes: What does a charming girl have to do to get herself arrested in this town?
