In the New York City of the early '90s, crack kingpin Nino Brown (Wesley Snipes) takes over a housing project and transforms it into a fortress-like crack house, he and his gang, the Cash Money Brothers, ply their trade with total impunity, killing all who oppose them.
Lieutenant Stone (Mario Van Peebles) of the NYPD decides that Nino and his brother Gee Money (Allen Payne) need to go, so he recruits Scotty Appleton (Ice-T) and Nick Peretti (Judd Nelson), two street cops serving suspensions, to form a task force that can take the CMB syndicate down for good.
With the help of a recovering addict (Chris Rock) that he saved from a life of crime, Scotty plants a mole within Nino's crack factory, assumes the role of a potential customer for Nino's wares, and prepares to bring down the operation from within, but he and Nick are about to find that they are seriously underestimating the drug lord and his men.
