Aging hitman John J. (Robert Duvall) lives in Brooklyn with his girlfriend Maggie (Kathy Baker) and her daughter Jenny (Katherine Micheaux Miller), who he loves like his own. Most of the time, he manages JJ's, a successful chain of hair salons, but every so often he gets a call from Frankie (Frank Gio), a shadowy gangster who sends him out on "jobs."
This time, the job takes him to Argentina, where a cabal of leftists and grieving relatives are paying him to murder a top-ranking general (Elvio Nessier), a hold-over from the bad old days of the "Dirty War."
The job is supposed to only take three days, but when the general is injured and enters the hospital, John is forced to wait around for his chance. While wandering the streets of Buenos Aires, he enters one of the city's many dance clubs, and there becomes entranced by the sultry charms of the dancer Manuela (Luciana Pedraza) and the steamy rhythms of the tango.
