Set back in 1939 New Orleans Charly B. Barkin is a German Shephard, gambler and co-owner of a gambling business who recently got of the dog pound "prison" after his loyal pal Itchy Itchiford helped him break out. Doing his incarceration, fellow partner and pitbull Carface also a regular gambler wins big time consistently at the horse race making his skills flourish over time where he forms one of the biggest gambling empire to date. Carface's gambling abilities does not mean he is naturally good at it because his increasingly good luck comes from Annie-Marie, a little orphan girl that can hear animals speak and knows which animal will win. This explains why Carface has a successful business.
Obviously Charlie hears about Carface doing well and want to be back in Car's corporation but the german shephard must redeem himself first. Redeeming in Carface's book means he must die because selfish Carface wants the gambling casino buisness all to himself. The pitbull perfectly plans the way Charlie dies by making one believe he was in a accident and the cause of his demise is that he drowned in water. Now Charlie is in dog heaven- where all dogs goes when they die and Charlie is not too happy about that because he finds heaven a bit dull. But heavenly beings are looking over at the way Charlie lived his life on Earth. And frankly Charlie win not earn his doggy wings by doing good deeds on Earth until he can proved he is worthy of heaven.
Charlie does not mind coming back to the earthly plane because he can get revenge on his former partner in crime that did him wrong. At first he must build a friendship with Annie Mae so he can use her to destruct Carface's business keeping on which horse that will win or lose. In return he promise that he will find her parents. Annie Marie is aware of the dog true intentions and there is conflict between Annie's morality between right and wrong and Charlie's immorality.
