Review Summary and Plot Commentary about Hands Over the City
This movie (Le Mani sulla cittā), co-written and directed by Francesco Rosi in 1963, won the Golden Lion of the Venice Film Festival that same year.

The setting of the film is Naples, Italy in the beginning of the 60's. Edoardo Nottola is a land developer who's also a member of the right-wing party that rules the city council. Nottola eagerly waits for an amendment of the city plan because he bought a lot of farmland at a very low price in the northern part of Naples with the hope that this land will be part of the city plan thanks to the help of his friends in the city council.

When an old building set in the heart of Naples collapses, Nottola is blamed by the newspapers and the left-wing party because his building workers were tearing down the neighboring building at that time. Nottola is urged by his party not to run as a candidate in the next election but Nottola refuses. The right-wing party loses votes during the election and must now rule the city council with the members of the party of the centre. Nottola catches up with this party and manages to get an important position in the next council. He will be finally able to modify the city plan.
