Joe Miller (Ben Lyon) is a two bit newspaper reporter working on the water front and he is always looking for the big story. He get an occasional tidbit here and there but his main focus has been trying to get the goods on Eli Kirk (Ernest Torrence). Joe believes that Eli is actually a smuggler in human goods of the human kind. Lately it seems that a lot of Oriental nationals have been turning up as shark food and Joe is out to prove that Eli is responsible.
Little does he realize that his big break is about to happen by chance. He gets a call to investigate a lady who is swimming in the buff on a local beach. He shows up to investigate and finds Julie Kirk (Claudette Colbert) in all her glory. The two actually hit it off and begin an adventurous romance. Joe doesn't have a clue that she is the daughter of the infamous Eli. The information comes too late for him to change his feelings or hers.
Sadly for all, the ambitious Joe acts on a bit of information obtained from the innocent Julie. Her father will be docking at the port in China Town. The eager reporter calls in the Coast Guard to meet the unsuspecting sea captain and his crew.
All show up at the same time and at first nothing is found. Nothing but a bunch of oversized sharks. The clue comes when a shark "leaks" a bottle of rum from his mouth. Joe grabs a sturdy knife and cuts open the belly of a hanging shark. Inside they find an unlucky and quite dead Chinese immigrant. The captain attempts to escape but is shot in the process. He jumps into the sea and makes his get away. Eli sends word to his daughter and she is furious with Joe at the betrayal.
