John F. Kennedy High School is is filled with troubled students, a careless faculty and a principal named Mr. Horn who seems unaffected by the lack of discipline and learning his students is getting in the institution. One subsitute teacher Herbert, is hired by the school though he'd been diagnosed as clinically insane, a perverted gym teacher, who often leaves from one school to the next to hide his indiscretion. Another teacher is an eldery man Ditto Stiles, who classroom is voted as 'The Most Orderly', keeps his students behavior mellow as the kids use copy machines (dittos)to fill in the time, while he reads the paper or sleep throughout the class period.
While all the teachers either let their students passed to the next grade or graduate despite little knowledge they'd received, among them is one caring teacher named Alex Jurel, a man concerned about the lack of education. Jurel once rewarded as the most favorite teacher, helps one student, Eddie who struggles to read or write. When Jurel confronts the administration about the school's ongoing problems, Vice Principal Roger Ruebel, (a good friend of Jurel) often tell him not worry about the students, as long they "excel" to the next level. But things get challenging as there is a price to pay when a recent graduate sues the school for letting him leave knowing full well he is illiterate.
Meanwhile Lisa Hammond, a alumini returns to the school, as the boy's attorney, which is a sure way for her to fight against the school system (along with Jurel) so the students will be able to have a better academic experience. She'd also came back to visit Jurel, her favorite teacher; seeing her all grown up and very attractive, Jurel develops feelings for his former student. But their pending romance is put on hold for awhile as Dr. Donna Burke, the school superintendent orders Jurel to resign from his position, as she is afraid that the teacher will expose what Kennedy High is really about.
